AP reported that the Sarmat is one of several advanced arms whose development Russian President Putin announced in 2018. The missile is intended to replace the R-36 ICBMs, AP maintained.

In 2022, around 60 days after sending forces into Ukraine, President Putin said the Sarmat would “consistently ensure the security and safety of Russia from external pressures and make those who, in the heat of hostile rhetoric, try to threaten our nation, think two times,”.

Moscow tested one of its Sarmat warheads during a trip to Ukraine by US President Biden in February 2023.
