BISP Playing Crucial Role in Empowering Pakistani Women: Rubina Khalid

ISLAMABAD: Benazir Income Support Program (BISP) Chairperson, Senator Rubina Khalid, on Wednesday said that President Asif Ali Zardari has underscored the importance of the integrity of payments to beneficiaries of BISP program and instructed that no cuts should be made to recipients’ payments. BISP Chairperson Senator Rubina Khalid said this during a seminar hosted by WE News on the efficiency and operational methods of the social welfare program.

The seminar, attended by senior journalists, aimed to address public queries and concerns regarding the implementation and impact of the BISP, a flagship initiative aimed at supporting needy and vulnerable women across Pakistan.

WE News Editor-in-Chief Amaar Masood highlighted the skepticism surrounding the program, particularly regarding the distribution of the Rs 9,000 disbursed to deserving women every three months. He expressed concerns over potential deductions by intermediaries such as agents or banks. He stressed the need for transparency and efficiency in fund distribution to ensure the welfare of needy segments of the society.

Senator Rubina Khalid emphasized the program’s profound impact on empowering women in Pakistani society. Rubina Khalid acknowledged the immense responsibility she shoulders as the program’s head, vowing to uphold its integrity and reach.

“Benazir Income Support Program was a brainchild of Shaheed Benazir Bhutto, aimed at empowering women who are often marginalized in our society,” Rubina Khalid stated. “Despite challenges and criticism, it has provided economic recognition to over 9 million women, affirming their role in family and community.”

Responding to questions about eligibility criteria, Rubina Khalid explained that initial data entry is conducted by computer operators, after which verification processes are linked with various governmental departments, including the Federal Board of Revenue (FBR).

Journalist Fakhar Durrani raised concerns about program sustainability and strategic exit plans, suggesting conditional cash transfers tied to education or healthcare compliance. Rubina Khalid acknowledged the need for innovation but highlighted challenges, such as ensuring funds reach intended beneficiaries amidst technological limitations and social dynamics.

Journalist Mehtab Haider pressed further on modernizing payment systems, suggesting alternatives to physical cash transactions, to which Rubina Khalid agreed. She cited instances where ATM-based solutions faced drawbacks, including misuse by spouses of beneficiaries.

“We are exploring technological enhancements to ensure direct and secure financial access for program recipients,” Rubina Khalid assured. She highlighted ongoing initiatives to enhance financial literacy and digital empowerment among beneficiaries.

The seminar also addressed future directions for the BISP, including skill development programs aimed at enabling economic independence among program beneficiaries. The BISP Chairperson affirmed plans to collaborate with stakeholders to expand vocational training opportunities, potentially enabling overseas employment opportunities for qualified individuals.
