SEOUL, South Korea: On Saturday, the national security advisers from the United States, South Korea, and Japan convened, urging an intensified global effort to curb North Korea’s advancement in nuclear weapons and missile development, as well as its military affiliations with other nations. The meeting in Seoul occurred against a backdrop of heightened tensions on the Korean Peninsula, marked by North Korean leader Kim Jong Un’s aggressive expansion of nuclear capabilities and a doctrine endorsing preemptive nuclear weapon use. In response, the US and its Asian allies have bolstered their joint security initiatives in the region, a move criticized by Kim as a rehearsal for invasion.
Following the meeting, the advisers emphasized North Korea’s obligations under various UN Security Council resolutions, calling for denuclearization and prohibiting weapon exchanges with other countries. They pledged enhanced coordination among their nations to ensure strict adherence to these resolutions. Additionally, they commended South Korea, the US, Japan, and Australia for imposing sanctions on North Korea following its recent spy satellite launch, a move contested by North Korea as its right to monitor military activities.
Moreover, concerns were voiced regarding potential arms collaboration between North Korea and Russia. The fear that Kim might be supporting Russian military efforts in Ukraine in exchange for technological aid to fortify his nuclear-armed forces heightened worries among Washington, Seoul, and Tokyo. This led to a joint commitment to fortify defense cooperation, improve responses to North Korean missile tests and space launches, and establish real-time information sharing regarding such activities, slated to commence in December.
Addressing concerns beyond military cooperation, the advisers also discussed strategies to counter North Korean cybercrimes, cryptocurrency laundering, and attempts to evade international sanctions aimed at stifling funding for its nuclear and missile programs.
Despite ongoing discussions and efforts to address these issues, the advisers acknowledged that North Korea remains a persistent threat to international and regional peace and security. Subsequent to the trilateral meeting, bilateral discussions occurred between US national security adviser Jake Sullivan and counterparts from South Korea and Japan, focusing on furthering the agreements made during a previous summit.
These talks and engagements come in the wake of recent nuclear envoy meetings and discussions in Tokyo among US, South Korean, and Japanese officials. The nuclear envoys shared insights into North Korea’s recent activities, emphasizing the need for more effective responses to cyber theft and illicit finance supporting its weapons program.
Notably, there have been assertions from South Korean intelligence suggesting Russian involvement in aiding North Korea’s successful satellite launch. Despite North Korea’s claims of transmitting imagery capturing key sites in the US and South Korea, doubts persist among experts regarding the sophistication of its satellite capabilities for military reconnaissance.
Amid these developments, South Korean intelligence has alleged the potential transfer of a substantial number of artillery shells to Russia, preceding Kim’s summit with Putin. Both Russia and North Korea have refuted these allegations, sparking international concern about potential arms dealings.
