BERLIN: Germany’s President Frank-Walter Steinmeier defended the United States’ decision to send cluster bombs to Ukraine while acknowledging Germany’s opposition to their use.

In an interview with German broadcaster ZDF, President Steinmeier emphasized the need for Germany not to “block” the US in the current situation.

President Steinmeier stated that Germany’s stance against the use of cluster munitions remains justified. However, he highlighted the importance of not impeding the United States’ aid to Ukraine, as it is crucial for Ukraine’s defense capabilities and to prevent the potential downfall of the war-stricken country.

The announcement by the United States on Friday, revealing new military aid to support Ukraine’s army in countering the Russian invasion, included the provision of cluster munitions. This development has triggered strong criticism from non-governmental organizations (NGOs) and caused embarrassment for several European countries.

Controversy Around Cluster Bombs

Cluster munitions are highly controversial weapons that can disperse numerous small explosive charges, posing significant risks to civilian populations. Many countries, particularly in Europe, have banned their use through the 2008 Oslo Convention. However, neither the United States nor Ukraine are signatories to this convention.

President Steinmeier emphasized that he had previously signed the convention on behalf of Germany during his tenure as foreign affairs minister. He underscored the importance of Germany continuing to support and stand by the victims of the ongoing war in Ukraine.

A spokesperson for the German government stated on Friday that they believed the US decision to send cluster munitions was made with due consideration, pointing out that Russia has already utilized such weapons on Ukrainian territory. While France and the United Kingdom have expressed their opposition to the use of cluster munitions, they also expressed understanding of the United States’ decision to assist Ukraine.
