Kyrgyz President Condemns Violence Against Foreign Students in Bishkek

BISHKEK: Kyrgyz Republic President Sadyr Zhaparov addressed the nation on Monday regarding the incident involving foreign students in Bishkek saying “Unfortunately, we are faced with an unpleasant event in the life of our society that worries us all.”
President Zhaparov expressed concern over the unfortunate events that he attributed to certain groups who, lacking insight into the situation, succumbed to provocations, leaving both the people and the state in shock and indignation.
Zhaparov acknowledged the dissemination of unverified information and video footage on social media platforms on May 18, which exacerbated tensions following an incident on May 13. He lamented the missed opportunity for law enforcement agencies to promptly address the situation and provide full disclosure to the public, potentially preventing further unrest.
He said that they will not tolerate the disruptive actions of a few individuals seeking to incite widespread unrest. While the May 13 incident is under investigation, perpetrators are being detained, and thorough investigations will be conducted, the President said adding the dissemination of an edited video on May 18 fueled misplaced anger and false national pride.
“Efforts were made on the night of May 18 to prevent further escalation, without resorting to force. We had intelligence indicating the presence of individuals with malicious intentions, including those armed, amidst the gatherings. We chose dialogue over confrontation to avoid playing into the hands of provocateurs,” Sadyr Zhaparov said.
Zhaparov said that the government top priority was to maintain calm and prevent further violence. Thankfully, the situation remained under control, despite isolated incidents of hooliganism. Those responsible for such actions will face the full extent of the law.
He recognized the justified demands of patriotic youth to address illegal migration but cautioned against succumbing to provocations that could harm national interests.
The president highlighted ongoing efforts by security agencies to address illegal overstays and maintain law and order. However, he stressed the importance of discernment and critical thinking, urging the people to avoid being swayed by misinformation and false appeals to national pride.
Reflecting on the incident’s broader implications, Zhaparov underscored the significance of international relations and the benefits of engaging with the global community. He encouraged travel and cultural exchange, emphasizing the economic and cultural benefits of tourism and foreign study.
The president appealed for unity and tolerance, urging citizens to reject xenophobia and uphold the nation’s tradition of hospitality. He emphasized the economic contributions of foreign students and labor migrants, highlighting the need for mutual respect and cooperation.
Zhaparov acknowledged the challenges facing the country’s economy and labor market but cautioned against scapegoating foreigners. He called for a balanced approach to immigration and employment policies, emphasizing the importance of addressing domestic labor shortages while welcoming foreign investment and expertise.
“We’ve reaffirmed our commitment to the rule of law and the need for order to foster development. Violence is never justified; justice should be pursued through legal means. Let this incident serve as a ‘lesson’ as we continue to uphold the principles of justice and stability in our state,” concluded the Kyrgyz President
