ISLAMABAD: In a positive development for Pakistan’s digital landscape, Information Technology and Telecommunication Minister Shaza Fatima Khawaja has said that two major international companies—Elon Musk’s Starlink Internet Services Pakistan (Pvt.) Ltd. and Chinese satellite firm Shanghai Spacecom Satellite Technology—have applied for licences to operate in the country.
In a written statement to the National Assembly, the lower house of the country’s parliament, the minister clarified that the Pakistan Telecommunication Authority (PTA) processes applications only from companies registered with the Securities and Exchange Commission of Pakistan (SECP).
According to PTA’s licensing framework, international entities must first register locally before submitting applications.
Starlink, a subsidiary of SpaceX providing satellite-based internet services, and Shanghai Spacecom Satellite Technology, a Chinese company specialising in satellite communications, are looking to enter Pakistan’s growing digital market.
Their presence could provide a major boost to connectivity, particularly in remote areas underserved by conventional internet providers.
The IT minister said that the licensing process is straightforward once an application is submitted. The PTA handles applications after completing the necessary codal formalities and obtaining security clearance from the Ministry of Interior, if required.
To simplify the process further, the PTA has introduced the Online Application Submission Information System (OASIS), enabling applicants to submit documents and track their application status remotely.
This digital initiative has made the process more efficient, reducing bureaucratic hurdles for companies seeking licenses.
The PTA is committed to maintaining high-quality internet services across Pakistan. The authority regularly evaluates internet providers under the Fixed Broadband Quality of Service (QoS) Regulations, 2022, ensuring compliance with global standards.
The entry of satellite-based internet providers like Starlink and Shanghai Spacecom could revolutionize Pakistan’s broadband sector, particularly in hard-to-reach areas.
