UN Expert Condemns Israeli Bombings of Lebanese Bank as Violations of International Law

UNITED NATIONS: An independent human rights expert has condemned Israel’s recent bombings of Al-Qard Al-Hasan bank in Lebanon as illegal attacks on civilian objects under international humanitarian law.

Ben Saul, the UN special rapporteur on human rights and counterterrorism, emphasized that targeting economic infrastructure, even if alleged to support military activities, contravenes legal norms. He asserted that only military objectives that provide a distinct military advantage may be lawfully attacked.

The bank, which provides interest-free loans and charitable services, has faced accusations from Israel of financing Hezbollah, according to report appearing in Arab media.

However, Saul noted that economic activities do not constitute military contributions, stating that such bombings blur the crucial distinction between civilian and military targets. This approach not only risks civilian lives but also sets a dangerous precedent for “total war” tactics.

Saul further argued that international counterterrorism law does not justify military action against suspected financial crimes. He advocated for states to address issues of terrorist financing through legal and administrative channels rather than military means. The bombings reflect escalating violence in Lebanon, where ongoing conflicts have resulted in significant civilian casualties and displacement. Saul’s call for an immediate ceasefire underlines the urgent need to protect civilians in the region .
